    Hello,

    I'd very much like to attend the Festival. Unfortunately I'm a US citizen and it's illegal for me to travel to Cuba. However, I think I could get a waiver from the US gov if I could put together a proposal. I'm a bagpipe maker by proffesion and I'm thinking this would fall under a cultural exchange/professional convention type of thing. Could you please email me at elbowmusic@yahoo.com to discuss this?
